The guides at GS Adventures suggest riding to Haapsalu on the small roads, not the main highway. The ruins of the medieval Padise monastery stand right by the road, with a manor next to them.

In Haapsalu you have the bishop’s castle and the promenade by the sea. You can come back on the Harjumaa evening loop, or through Rummu.
