Winter riding: the rules, the tyres and a cool head

The thermometer says plus two, the asphalt is dry, and the motorcycle in the garage looks reproachful. Ride or not? In Estonia winter riding is not banned. But winter forgives far less than summer. Here is what the rules say, and how to get through the season without a fall or rust.
What the law says. Compulsory winter tyres from 1 December to 1 March apply to cars (M1), vans (N1), O2 trailers, and L6e and L7e machines with a closed body. Those are microcars, UTVs and buggies. Ordinary motorcycles are not on that list. So you may ride on summer tyres in January, if you are ready to live with that.
Studded tyres are allowed from 15 October to 31 March. If the roads are in winter condition, you may fit them from 1 October and ride them until 30 April. There is no limit by category here. The minimum remaining tread for a motorcycle is 1 mm, all year.
There is no separate winter ban for motorcycles: a registered, insured bike that has passed its inspection may be ridden twelve months of the year.
Insurance and a winter pause. If you do not ride in winter, there are two lawful ways not to pay for standing still. The first: let the compulsory insurance contract (liikluskindlustus) end. The Estonian Motor Insurance Bureau (LKF) openly calls a motorcycle seasonal machinery, which may stand without insurance for up to 12 months. But only while it is not ridden: one trip out is already an offence. If the owner changes or the motorcycle is taken off the register, this exception ends earlier.
The second way is to suspend the registration (ajutine kustutamine) through the Transpordiamet e-service. The term is 1 to 24 months, and the state fee is €15. For that time the owner is freed from the duties that come with registration, including insurance.
Cold rubber is slippery rubber. The main danger in winter is not snow, but asphalt that looks dry. The Transport Administration reminds riders: already at 5–8 degrees above zero, a summer tyre loses its elasticity, and with it the grip. A sports tyre in the frost never really warms up, however far you ride. So the first kilometres are like glass: a smooth throttle, a soft brake, no sudden leans. Check the pressure on cold tyres, against the maker’s chart. Cold air contracts, and pressure set in a warm garage will be lower outside.
Black ice and salt. The most dangerous time is morning and evening, when the air is still above zero and the road surface has already frozen. The Transport Administration warns about exactly this. Take dark shiny patches, bridges, the shade of houses and trees, and exits from dirt roads straight, without braking or leaning.
Salt and reagents are a separate problem for metal. After every ride on a wet salty road, wash the motorcycle with warm, not hot, water and dry it. Clean and lubricate the chain. Put an anti-corrosion product on the frame, the fasteners and the connectors beforehand. A chain wears faster in winter, so check the tension more often.
Being seen, and a short day. In an Estonian winter there is little daylight, and most rides fall in dusk and darkness. Car drivers simply do not expect a motorcyclist in December. Reflective details on the kit, a bright helmet, working lights and clean headlights help. The visor fogs almost at once, so a Pinlock insert is not a luxury, it is a necessity. Without one, at least crack the visor open at a stop, so you do not ride blind.
Warmth: layers and heat. Wind at speed turns a light frost into a serious one. A three-layer setup works: thermal underwear, fleece or a down layer, and a wind- and waterproof jacket and trousers. Heated grips, gloves and vests add a lot of time in the saddle. But they need a generator with power to spare: check that in your motorcycle’s manual. Cold fingers feel the levers less well, and that is a direct risk.
The battery and the machine. In the frost a battery gives less energy. If the motorcycle is ridden rarely, keep it on a maintenance charger. Oil matters more than usual in winter: the viscosity has to suit low temperatures, by the maker’s specification.
Behind a truck, and on tram tracks. In winter a lorry throws a dirty salty spray that films the visor and the headlight at once. Leave more distance than usual and do not stay in that trail. In Tallinn there is a separate trap: the tram rails. Wet or iced, they are as slippery as ice. Cross them at an angle, as close to straight as you can, without braking or throttle on the rails themselves.
What the figures say. We checked the Transport Administration’s open data on crashes with casualties. From December 2021 to February 2026, five winters in a row, not a single crash with a casualty involving a motorcyclist was recorded in December, January or February. Counting from November to March, in the last winter (November 2025 to March 2026) there were three such crashes, three people were hurt, and nobody was killed. Most likely this says less about how safe winter riding is, and more about how few motorcyclists go out in the cold. We did not find figures on how many registered motorcycles actually ride in winter.
If you do not ride in winter. Wash the motorcycle and dry it. Fill the tank and add a fuel stabiliser. Keep the battery on a maintenance charger, or take it off and store it somewhere warm. So the tyres do not develop flat spots, pump them to riding pressure or put the motorcycle on stands. Cover it with a breathable cover.
Winter is not a ban. It is a test of care. Cold rubber, ice in the shade and salt on the frame do not forgive a hurry. But smooth movements, warm kit and a motorcycle washed after the ride let you ride between the seasons too.
